2021 RFQ for Neighborhood Opportunity Fund (NOF) TA Providers

The City of Chicago and SomerCor are seeking applications from professional services firms, non-profit organizations, sole proprietors, and other professionals to provide specific technical assistance (TA) services for Neighborhood Opportunity Fund (NOF) grantees in completing their projects.

Based on responses to this Request for Qualifications (RFQ), SomerCor and the Department of Planning and Development will develop a new list of approved, pre-qualified technical assistance (TA) service providers that will reliably and consistently work with NOF grantees. SomerCor and DPD started the TA program in 2019 to provide resources and build capacity for NOF finalists and grantees.

This RFQ specifically seeks professionals and firms who can provide technical assistance in the following roles:

  • Architects
  • Construction project managers
  • Project lending coaches

Inclusion on the list of approved TA providers does not ensure that the provider will be selected by NOF grantees to contract for professional services.

The City of Chicago Neighborhood Opportunity Fund generates revenue from downtown developments to finance permanent building improvements for small businesses and nonprofits. Administered by SomerCor, NOF grants are for commercial property acquisition, improvement or new construction and can range up to $250,000.
